HYFF Rules & Bylaws
Our bylaws describe our mission and operating principles of the Holbrook Youth Flag Football League.
HYFF follows the current NFL Flag rules that can be found on NFLFlag.com with the exception of the changes referenced below:
The “No Running Zone” at midfield is eliminated. Teams can run or pass. No Running Zone 5 yards off of the goal line will remain in place.
Games are two twenty minute halves. Half time has been extended from 1 minute to 3 minutes.
A regular season game can end in a tie. Overtime will only be played in playoff and championship games.
28 point slaughter rule will be in place. If a team is winning by 28 points or more at halftime or at any time in the second half; the game is over. The score at halftime or when the official game has been concluded is the score that will be recorded. Game will continue as a scrimmage until the end of game time.
Each Pee Wee and Junior team may have 1 coach on the field at a time but must be outside of the play before the snap of the ball and cannot interfere with the play. Teams can have a maximum of 3 coaches total during game time. Senior division coaches must remain on the sideline.
7 second pass rule has been eliminated. Quarterbacks have until their flag is pulled to throw the ball.
Teams have 25 seconds from when the ball is spotted to snap the ball.
Players feet do not have to remain on the ground when catching a pass.
All divisions will be playing 5 vs 5.
Practices cannot be held after dusk.
Practices and games are weather permitting and may be canceled due to inclement weather at the leagues discretion.
No sunglasses or other eyewear beside prescription lenses is allowed. Eye black can be worn but cannot cover large areas of the face. If the league feels that the amount used is excessive, the player be told to remove it.
Players, coaches, officials and parents will abide by the HYFF codes of conduct.
The League Board shall have the authority to suspend or otherwise discipline any player, referee, league official, parent or other person whose actions violate the rules and codes of conduct. Discipline may be a warning, suspension of games, dismissal for the remainder of the season and/or permanently barred from the league.
All coaches are required to:
Pass a yearly background check.
Agree and adhere to the code of conduct.
Complete Heads Up Youth Sports Concussion Course or other certified concussion course.
Immediately report ANY form of abuse, injury or neglect to both the Police and the League.
All players are required to:
Adhere to the code of conduct.
Wear official NFL Flag jerseys, mouth guard and cleats or athletic sneakers to each game. (no metal spike)
Players may be pulled up one division to fill in empty roster spots, if needed. When playing 5 vs 5 coaches may only pull up enough players to make a 7 player roster from the approved list of players. Players cannot be pulled down a division to play. There is no pulling up players for the playoff and championship games.
